Chandigarh, July 26: The Punjab and Haryana high court has said that students seeking admission to MBBS course at Government Medical College and Hospital (GMCH), Sector 32, need to have the caste certificate issued by the Chandigarh administration to avail themselves of reservation.

The high court (HC) bench of justices Mahesh Grover and Mahabir Sidhu said the Supreme Court has already said that a candidate even if recognised as a a schedule caste (SC) in all states can’t get the benefit of reservation in multiple states.

It was on Wednesday that the HC set aside the merit list prepared by the GMCH-32 for SC and ST categories. There are 12 reserved seats out of 77 seats under the UT quota at the college. It has ordered fresh counselling and ordered that in case a student is displaced due to the judgment, the fee be returned.

GMCH had notified that candidates should have passed Class 12 as a regular student of school/colleges recognised by the Chandigarh administration and situated in the city, while not putting any other condition on candidates to be considered for seats under the UT pool.

This was challenged by Sabhya Kamal, a city resident and a candidate from the SC category, in the HC on July 2. Kamal had argued that since reserved category candidates from other states are being allowed to take admissions under the quota in UT, it is putting residents of the same category in a disadvantageous position.
