Even though the Punjab Congress is yet to release the names of its candidates on 40 remaining seats, it today released its manifesto for the ensuing 2017 elections in Punjab. Former Prime Minister Dr Manmohan Singh released the manifesto at the AICC Headquarters in New Delhi flanked by Punjab Congress chief Capt Amarinder Singh and senior party leader Rajinder Kaur Bhattal and party incharge Ambika Soni.

1.Rural debt in Punjab is Rs 67,000 crore. Congress will take over debt of every farmer and negotiate with banks.
2.Drugs to be eliminated in four weeks from Punjab. Drug dealers to be hung upside down.
3.Programme ‘Har Ghar Mein Naukri‘ to provide employment to 55 lakh households. New set-up to monitor type of jobs required.
4.A stipend of Rs 2,500 for every youngster till a job is not provided.
5.Launch of programme called Guardians of Governance under the direct control chief minister. They will report about the implementation of schemes to check misuse of funds.
6.Provision of affordable electricity with industry in focus. Reduction in power tariff to industry from Rs 7.60 to Rs 5.
7.Smartphones to children as education tools to check drug use.
8.Loan waiver to farmers, increase in crop compensation and crop insurance. Raise ex gratia to Rs 10 lakh to families of debt-ridden farmers who committed suicide.
9.One lakh taxis and other commercial vehicles per year to be provided to unemployed youth at subsidised rates.
10.Abolition of red beacon lights except on emergency vehicles, 90% cut in security personnel for politicians and officials and 2-year ban on foreign travel.
11.A free house or 5 marla land to homeless Dalits, OBCs and minorities with annual income less than Rs 5 lakh, job for at least one person in every SC family.
12.Reservation for OBCs from 12% to 15%, OBC reservation in educational institutions doubled from 5% to 10% and waiver of loans for minorities for self-employment activities.
